Who is over the public school system as a whole, meaning for the whole USA? How can I go about contacting them about problems with a school board system in my parish and state?

To get anywhere, you will need to go up the ladder. Start with the President of the School Board of Directors in your City or Township, where the school is. If they do not take the action you need, then go to his/her boss, etc. Eventually you will get up the ladder to the City Mayor and if that dosesn't help you , you can keep going up the state ladder until you get up to the Governor, going to every ones' boss. The next step is going into the nation's governmental laws by contacting the Governor's boss and so on until you reach the President of the USA. If you are still not satisfied, I suggest you find another country. Whatever your situation is, be sure before you proceed that you make sure you are in the right and not just vying for some trouble because something that is allowed and already agreed upon as law and ok, just doesn't agree with you.
