It's flicked down and won't go back up.

No sockets working now, but the socket trip switch is fine.

Unplugged everything but still won't go up.

Are you sure it says the RCC control and not the RCCD control?

Modern consumer units are split into two with the one side of the board which controls sockets and showers fitted with an RCCD. this is an extra safety device which stops you electrocuting yourself and will trip the electrical supply in milli- seconds.

I would think from your description that this is what you are talking about. There is a fault either on the electrical circuits controlled by the RCCD or a fault on something you have plugged into a socket. I would make sure that everything is unplugged from all your sockets and then try and reset it, if it resets ok then something you have plugged in is faulty and it is just a matter of plugging items in individually until you find what is tripping the RCCD.

If it still won't reset after unplugging everything then there is a fault on the circuits somewhere and its a job for an electrician to sort

What you are referring to is an RCBO. That aside what you need to do is to try it again. Try pushing it fully upward.
If it won't work then it is either faulty, or you have a serious problem with your wiring. Before you call in an electrician to fix it, just think.
Have had any work done lately where you could have nicked a cable with a nail or screw for instance?

It depends if there is earth leakage on the circuit or not. Try re-setting it FULLY DOWN, then fully UP for on. It may be in the mid position -TRIPPED.

I do not know RCC.
I understand your circuit breaker inside main panel does not go back up. Correct? One the following may happened:
1. A wire melt down inside a any outlet. Happened before you unplugged all. Must open and check all.
2. Circuit breaker is bad. Must replace it, and it is easy.
