The only way to assess the effectiveness is to examine the students.

For knowledge training, a written exam.

For practical training, a practical 'do the job' exam.

Here are some ideas to improve effectiveness :-
1) Fire the 'Teachers' with the worst results
2) Reward the students with the best results
3) (1) AND (2).

if they were completing 6 sales
calls in 1 hour, they should be able to complete 10 after training.

if they made 16 widgets before training, they would be able to make
26 afterwards [the numbers are
arbitrary].
