The action. Whether or not it is moral. People will all react differently. Someone may have done something terribly wrong and the reaction was that people didn't care. The fact of the matter is, that it was still wrong.

I think the action is more important because if there were no moves (aka Action), how can there be an outcome (aka Reaction)?
