if she goes and gets unemployment and then moves to another
state, can she get the unemployment?

Yes, she can. I did it. I applied for unemployment in California and then moved to Arizona. She paid into it and therefore by rights it's hers for her needs.

Yes, she can go into any office and ask to have her claim transferred, to an interstate claim.
