However, I don't believe NY accepts an online boating course.

All that you have to do is call the local Coast Guard office, either they will be able to help you or will refer you to the appropriate source locally. Web sites are fine and more often than not can help, but they can't answer any of the questions that you have now like a person on the other end of the phone.
