For anything you want to give away, check out the Freecycle network. It's an email/web-based group that trades "stuff." Many gardeners & homeowners post offers of plants and other garden materials, and you may just be able to have the recipient come and dig it up themselves.

I put a sign out in front of my house and sold the plants for $1 each. All were thinned perennials. I put the money into new gardening projects. People stopped in droves to get the plants and I was very generous with the handouts. It made me feel good knowing that the plants were going to other gardeners.

You might try contacting the San Francisco Rose Society or the Peninsular Rose Society (also in San Francisco). One or the other may have a member who might like to adopt your roses. Or may have an annual plant sale where your plants could find a new home. I appreciate that you are making some effort to not just trash them.

Post some signs around your neighborhood and someone may come and take them off your hands. A post in the news paper would work as well. I know that If I read in the paper that someone in my town was getting rid of their roses I'd be there in a heart beat. Talk to your friends as well, maybe one of them would be interested.
Good luck

Donate to a thrift store-they sell everything.
Or put an ad in the paper-most papers have a free section(you can post the ad for free)

I use Freecycle both to give away and receive items, including plants. You can post an "offer" or a "wanted" and people will come pick up something you think is absolutely useless and that they think is extremely useful.
http://groups.yahoo.com/group/sffn/
or www.freecycle.org and search for a group in your area.
Freecycle is fun and interesting!

Contact your local Master Gardener program. I'm sure they would love to have them and could find them a great new home.

If I were you, I would call one of the elementary schools and ask them. Most schools would love to have them.
