Hey look at this pic, it says 68%..What does that mean? should I get 100% to pass?

What does 19 mean?

68% is what percent of the questions you got right: 17/25 x4/4 = 68/100.

The 19 would be your approximate scaled score, not sure what it's out of though, because even when the TOEFL DID include a structure section (before 2005/2006), the multiple-choice score alone wasn't reported as such. But for each section you got a score out of 30, I think.
