If it doen't what comes after FINNEON in the Pokedex AND where can I find it?

yes it does, it evoles into lumineon at level 31, or you could just catch a lumineon on iron island by catching it with a good rod (it is pretty rare)

Finneon -----> lv 31------> Lumineon.
Both Finneon and Lumineon are available leaving Sunnyshore City up north, you can catch them there and some trainers have them as well.

It evolves at level 31 into Lumineon. If you don't feel like trying to evolve it, you can just head to route 120 and fish to catch one, they're pretty common there.
