An intersting question that could (and probably will) be debated for years to come. Personally, I would say Pele. If you haven't seen any of the films of him playing, seek some out - what a marvel.
I would suggest watching History of Soccer: The Beautiful Game - a 7 disc DVD colletion that goes into some depth.

If you mean footballer then, undoubtedly, George Best was the greatest exponent of the beautiful game. Others have been little short of miraculous but Best had it all for a while.
