People talk about being starred. What does this mean? Is it something I can award to someone? Is it better than a best answer/

You do not receive any points for stars. They are simply for the people who liked your particular question because they want to see how it all turns out. They are curious as to how other people answer the question or want to compare the answer they've given to the ones others have given. It also tells all the people in that persons "network" that they have "starred" a question in case they want to go and check it out and/or answer it as well. A star was never intended to be a "reward" in any way.

The next time you answer a question click on the star and you will see that a little yellow star shows up on your profile next to that specific question. It makes it stand out so you can go back and check it out. If you click on the small blue box with a "?" on it - it's also on your profile page - you can see a list of what exactly gives you points. A yellow star is not one of them!
