You have to realize that Cicero was not Christian. What he meant by 'divine inspiration' was different from the way we interpret that phrase today. Christians (and Jews) believe that God made humans 'in his own image' so that they were creative like he is. The Romans' idea of creativity was more like that gods occasionally 'took control' of people and worked them like puppets.
In both cases, 'greatness' in a person has been interpreted as evidence of some intervention by God or a god. And I don't know if I believe that. I think all the things we need for greatness are built into us--creativity, aggression, the need for recognition, etc.etc.
