Write on the envelope, deceased -- return to sender. Keep doing this, until if finally stops. It will take some time. You can also call the people who sent the mail and inform them that the person is deceased, and to remove their name from their mailing list.
A big pain, but the mail will eventually stop. With all the mailing lists out there being sold or traded, it is like an octopus with tentacles spreading out all over the place. Have faith though, sooner or later, they will stop.

Contact your Letter Carrier either in person or by calling the local post office. If the person has been gone over a year and a half technically they can file a 3575z form and the name will be entered in the forwarding system and the senders will start getting an official notice that the person is gone.

I'd go to the local post office. They probably have some sort of form you can complete to update the person's status in their files.

Have you tried actually contacting the post office? One would think that'd be a good place to start. You could even go online (www.usps.com) and find the information there.
