yes, oxygen is a pure substance. but "physical means" and "broken down" don't mix. "broken down" more an indication of chemical means.

Elements are Substances (Matter) that cannot be broken down by into simpler substances by Chemical means.
Compounds are Chemical combinations of Elemental Substances (Matter) in definite proportions, and can only be broken down by Chemical means... Chemical Reactions, Electrolysis...etc.
Mixtures are formed from Physical Combination of different materials (forms of Matter), and have no definite proportion. They can be separated (broken down) by Mechanical means...Filtration, Distillation, Solution ...etc.
