Why would you need a "new start" with a new social security number? It sounds as if you are attempting "identify theft". Borrowing someone else's definitely IS "identify theft" and identity theft is a felony and will get you a mandatory prison sentence.

Are you serious? The answer is HELL NO! That would be highly illegal. And if you borrow someone Else's, that is called Identity Theft, while it is a growing White Collar crime nowadays, it nevertheless still a crime. So, I suggest, you just start working on fixing your own identity it is never too late and not really that difficult. You just need to start. Beware if someone offers you help in getting new identity, unless of course you go into "Witness Protection Program".
Anyway, I hope you got the idea.
