Hard to say for sure without seeing the car, but it sounds like the compressor clutch for the Air Conditioning Compressor.

They are electro magnetic clutches. While the A/C is off the clutch should be fully dis-engaged and free-spinning. There are bearings and clutch pads there. Either the pads could be slightly touching, or the free wheeling bearings could be going bad.

When you turn on the A/C , the electro-magnet pulls the clutch into the compressor which then makes the pulley (that has the belt spinning around it) tight against the compressor - turning the compressor under load. Which would take the free-wheeling bearings and clutch pads out of the equation.

That's my best guess without seeing it.

it could be the clutch on the compressor making this noise,they will do this when they get a little age on them,as long as its working id leave it alone,some cars will make that noise for years,my truck has been doing it now for 3 years and i know its the clutch on the compressor doing it,but it doesn't need replacing right now,as long as it works leave it,if it isn't broke don't fix it,good luck on it.

Could be the a/c compressor staring to lock up.

possibly your ac compressor clutch plate is draging, a simple shim job would fix that
