it does depend on the situation. Sometimes you need muscle and sometimes you need brains. Sometimes you need both.

If you have 6 pancakes and want to know how much syrup to use to cover them, you can use brain power to figure it out or say "what the hell", and pour the syrup over everything and eat it up.
If you can figure how this relates to your question, you have superior muscle power.

the answer depends on who you ask it to. Ask it to a sports jock or to a genius, you'll get different answers.
to me its brain power , afterall , if you have brainpower you can make items that supply the needed force like ... Tools :-)
