The jet stream exists due to a large temperature gradient, or change in temperature with distance. It is located above the polar front, which separates warm subtropical air from cold polar air. The jet stream follows the polar front, which migrates south in the winter and north in the summer. The polar front stays in the same place relative to the sun, but since the sun is farther south during the winter, so is the polar front. This can be seen in surface temperatures in the midlatitudes. There is a large temperature gradient during the winter, in the summer it is weak because it is farther north.

When it's south that means that all of the cold weather shifts downwards into the south which makes it cold in the winter and then when it's north in the summer the jet stream prevents the cold air from sinking south so all of the warm air can come up northwards.
