As far as I know, that's just a normal fleur de lys, so no copyright. It's hard to tell, though, with popular and common images like that. The fleur de lys is one of those open symbols that pretty much anyone can use without worry.

Yes.. it's a fleur-de-lys and theoretically as an antique image.. the concept is free.. or a specific image may be royalty-free, if stated (i.e. as in the Dover design book image collections). What you must find out is if this is a modern interpretation by someone that is being used for a specific purpose (i.e. a logo) and if so.. is this particular rendition indeed copyrighted. Where did you find it? You must look to the source... and ask them... or, if in a book, you must look for a citation or disclaimer. I would not take anything for granted when it comes to 'Intellectual Property.' It's worth the time and effort to find out the answer.

As noted by another answerer it is used by the Boy Scouts, and probably other businesses. However, because of it's long history it can be used by others...as long as you add or change the design connection. I mean put it together with some company logo, etc.
