I am a 13 year old girl
I am about 5"1 or 5"2 and I weigh exactly 100 pounds.
Is being able to grab fat at all a bad thing?
And when I sit down is it normal to have what fat I have to stick out?
If so then what should I be working on?
Losing weight?
How much weight?
Just any advice is fine ^_^

For your height & weight, you're the right size.
It is normal to pinch an inch of fat below your skin.
If you want to tone your body, this is a different matter.
You don't want to loose weight but you might want to tone your body by running, dancing, swimming, etc.

Being able to grab some fat is perfectly normal - all skin has a layer of fat underneath it.
Yes it is normal for you to 'crease' when you sit down (if your tummy was smooth sitting down it would have to stretch like a balloon when you got up!)
You are a perfectly reasonable weight! If you want to do anything then some exercise is better than weight loss - it keeps you healthy & will help keep you as lean and lovely as you are now as you get older

You should be able to pinch about an inch of skin/fat between your fingers, depending on the part of your body and still be healthy.

According to your BMI, you have a healthy weight.
