Simply scrape off whatever is loose, then rub down the surface with acetone. Acetone is a good cleaner and will remove dirt and grease, and will also dissolve the surface of latex paint, so this will give you a clean, matte surface for repainting. You could actually remove all of the latex with acetone, but even a little will remove some of it and soften the sharp edges of the paint that is left after you scrape.

Formby's paint remover...much better. and no...if you plan on repainting the windows, a simple painters 5 in one tool and some sand paper is fine. scrape the loose stuff off and sand smooth...then paint.

The best I have found is "Strip Eze", and as to whether you do the whole frame or not is entirely up to your taste. Mine I would do the entire frame so it looks smooth if it took a long time then it is worth it to look professional. Have Fun!
