If you want a program for editing images then try Gimp which is freeware.

and for changing icons on your computer visit
http://www.vistaicons.com
and download the software from there, you can create icons with it and change the icons also and its free to download.

Look for icofx! It works *really well* for icons! (Free version available, or if you want to upgrade to their *full featured* pay-for pro version I *suspect* it's a humdinger too! I just have the freebie.)
