If there is nothing in writing about when he would give you the money, then there is not much you can do about it. You could always contact a lawyer, but why spend $800 to collect $600.
It sucks, I know, but just wait it out.

I had the same experience and never did get my security deposit back after having a falling-out with a previous landlord. Short of getting a lawyer or taking him to small claims court, there was nothing I could do. It just wasn't worth all the time and energy to pursue and he [the landlord] probably knew he had me over a barrel, so to speak. I've talked to many people who say that this is just what most landlords end up doing when you want to cut ties with them.
I'm a believer in what goes around comes around.

Maybe he has to check if you did any damage to the property and get estimates for the repairs. I don't know the whole story, but in Pa they have 30 days to refund your deposit. If they held if for longer then two years, they must start giving you interest on the money at the start of the 3rd year.
If you did no damage, then you can request this in writing (certified mail) explaining the you have contacted him numerous times with a response. Also tell him that it isn't your responsibility to get your refund based on his checks clearing. That you demand this payment no later then ______(I would say two weeks from the date of your letter) If he doesn't send you the money within that time frame. Tell him your will seek the help of the legal system.

By law, he had between 21 and 30 days to return it to you. (Depending on which state you're in.)
Send him a certified letter stating that if you don't receive a check by Tuesday, August 21, 2007, you will file suit against him in small claims court.
You have to get tough when it comes to deposits. Landlords will yank you around hoping you'll give up.

It's an excuse. The security deposit that you gave him cleared a long time ago. Your landlord most likely has other rentals and therefore other funds from which he/she can pay you from.

Send him a certified letter telling him if you do not receive it by a certain time, you will file a court claim against him. Keep a copy of the letter. If you still don't get it back, then actually file a small claims court case against him (there is a nominal filing fee, but it is worth it).
