Im learning to drive and have had 11 hour lessons, my instructor tells me I'll only need about 13 more. How many lessons is normal?

Your instructor must be right.
He is the one sitting next to you while you drive..What he says is best for you and other road users.
I had 3 hours behind the wheel with the instructor sitting next to me.that was 34 years ago.That time not many cars on the road.
Total u find too many vehicles,like mushroom.
Be patient and get your licence without problems.

I only had to do 3 lessons with 2 hours of driving each.

25 hours is not that much for lessons. When I was learning how to drive your parents had to verify at least 60 hours in Florida. I would also recommend to take at least one extended driving tip (i.e. day trip), it would be a good experience and would count as multiple lessons getting you finished faster.

In Missouri you only have to have 10 hours behind the wheel and the parents have to sign off to verify the hours

Who takes driving classes. I knew how to drive before i ever got behind the wheel of a car.

My total driving lessons: ZERO.

I passed just fine. That was a while ago though.
