Use a light sand paper and sand down the parts that are sticking you after you cut them down. Or you can soak those parts in water enough for you to be able to bend them under other parts and when they dry, they will stay there. Use spray paint to paint it the color it should be. Or a wood stain for it. It will be very difficult to stain, but it is possible. Let it air dry completely. Then you have a new wicker chair. My grandma had wicker for as long as I can remember and this is what she done to hers and I helped when I was there.

Other person has given a good answer. Leave it outside in the rain for 2 weeks to soften the cane, bend the bits back where they belong, and wire in place using "soft" galvanized flexible wire carefully wrapped and the ends hidden.
Take inside and eventually spray paint

You can spray paint it, then put a cushion on the seat so it doesnt poke you.
