You have two O2 sensors. one before the Catalytic converter and one after. The one before sends error code, then you would need engine tune up. The one after goes off, then you need the new catalytic converter. The first thing I would do is ask the mechanic to read the code to make sure that it is the second O2 sensor sending out the signal. And if this is the case, there isn't anything you can do other than replace the cat.
if it is first one, you may just need to replace the Oxygen sensor or require basic engine tune up.

Good news, catalytic converters are relatively inexpensive to buy and install. I had a cat replaced on my 92 Honda for $99 installed.

You have to fix it. A lot of mechanics will give you ridiculous prices for a new cat, but an honest one can get a generic unit for $60 or so and have it installed in no time. Midas has some good deals advertised on occasion. You just have to refuse to let them talk you into spending more than tha ad says..

keep in mind I haven't tried this.
I was listening to the radio at work, and this guy came on the talkshow and said that he is the one that desighned the machine that they use to test for emissions. He said he got screwed over and lost millions.
he said if you lift the back end of your car up and fill the exhaust with water ( garden hose) then drive straight to the test you WILL pass.
apparently the water catches all of exhaust pollution that the machine picks up on.
like I said I haven't tried to do this, but what do you have to lose?
