Most vehicles have a thermostat. The thermostat tells the water in your engine where to circulate. It sounds like your thermostat is open and always letting the water circulate through the radiator thus never warming up. When the thermostat works correctly it is closed until the water circulation in your engine reaches a certain temperature, then it opens when the water gets too hot and circulates the water through the radiator cooling it down. When the ater doesn't circulate into your heater core, your heater core doesn't get hot and your heater doesn't blow cool air. That's why you heater is intermitten at best. I am almost certain this is the case for you. thermostats are not that expensive and easy to replace if you know anything about working on cars. Good luck and hope this helps.

Start by heating up the car and determine the water temperature by sticking a thermometer or heat sensor into the coolant at the radiator. If it's hot then the temperature sending unit may be bad. If cool, consider installing a higher temp. thermostat.

Just a leaky thermostat. It costs about $4 and is fairly easy to replace.
That's assuming you've checked the coolant level. If the coolant gets below the sensor level, the gauge won't read right.

The engine itself stays cold...even when running?
I think you mean the gauge shows cold.
It could be the gauge, but is most likely a sensor. They are small inline sensors usually and are easy to replace.

Most likely the thermostat is either stuck open or gone. Second most common problem is that the coolant level is low.

it's not possible that a car does not develop heat when the engine is running. Check your temp. Meter and coolant level.
