Sorry monsiuer, I can't speak French. BUT it looks like you can understand English.
Look at the bottom right of your screen. There is a tray there with small icons. Find the one that look like a radio antenna. Click on it to open the switch. In some cases, a double click turns it ON. It should change appearance when turned ON.

My Dell laptop displayed this same message. I don't think my particular laptop has a switch to slide over. What I found from prying into a couple of the icons at the lower right is to press the fn-F2 buttons (footnote-F2). This enabled the radio right away.

My french isn't so great...but I believe you need to turn on the Radio. It is usually a SWITCH on the laptop (that goes left and right) or there is a software on the bottom right corner (near the time) that you can enable the radio with for the wireless.
