They are a Pokemon with different colors than it should have. They are extreamly rare with a 1/8192 chance of getting one, you should be overjoyed if you have one.

I played and completed 3 of the Pokemon GBA games before I actually found one in the wild.

In the GBA games they used to be a little more powerful with their EVs. But it's been eliminated in the Diamond and Pearl versions to where shinys are equal in EVs as the normal Pokemon are.

first you have to beat the Elite Four, and finish the Nationel Dex. Then, use the pokemon tracker app on your Poketch to see where there is a shiny pokemon. It might not always happen though. It is extremely rare and very doubtful that you will ever find a shiny pokemon.

Shiney pokemon are just pallet swipped pokemon that show up very rarely. They just have a differnt color than all the rest.

Some people are obsessed with catching all shinny pokemon, but that really isn't necessary.

One pokemon does have a natural color varriation. The sea-slug pokemon are blue on the east half of the map and red on the west.

Theres an unlimted amount of shiny pokrmon, but you need to be very lucky to see one in the grass or cave or whatever.
Its like luck. They can be found anywhere, even from eggs. Its like seeing a normal pokemon but its in a different colour.
