It sounds like a Bill Blass solid perfume compact which was made, I believe, by Revlon as the designing agent at the time for Bill Blass toiletries. Also... zip codes only came into use in 1943... in common use in 1963, Revlon's zip code was 10022. I would check on Ebay and see if there is anything comparable for a value. I hope this helped.
