They make the inside of the pan really rough, so there are lots of tiny little holes, then as the Teflon forms it seeps into all those holes and hardens. It then can't fall out of the holes again, so sticks, like turning a key partway in a lock and then trying to pull it out again.

It is funny you should ask. (Not funny "ha ha" but funny "curious." However, phrased as such, your conundrum is poignant drollery, indeed.)
Teflon, which is DuPont's trademarked name for polytetrafluoroethylene (you are likely better acquainted with its acronymic moniker "PTFE"), is synthesized and then cold set with compounding fillers. This process enables it to be produced, applied, and set on a hard surface.
Returning to the first part of your query, Teflon is not only supposed to be non-stick, it IS non-stick (insofar as it is currently defined). Consider, for example, its coefficient of friction which is 0.1 or less--that is the lowest of any known solid material! And, as you would doubtless expect, it is resistant to van der Waals adhesion.
That's not bad for a material unwittingly discovered in 1938 . . . which likely confirms any suspicion you had regarding Teflon's outgrowth from the U.S. space program. Merely an urban legend.

Ha! Very good. I think they send it through the dog slobber section first. Ever tried to wash off dog slobber? The stuff will adhere to anything and requires an industrial cleaner to remove it.
