There is no such thing.

Let me guess, you have seen a car on eBay at a stupidly low price, but it is abroad?

The 'seller' is telling you that the payment will be covered by this non-existent programme and you can claim it back if you are not happy with the car? It's a lie.

This is an old, well known scam. The advert if fake, the pictures and description have been stolen from another listing and the 'seller' doesn't own the car.

If you send any money, you will lose it. All of it. Permanently.

OKAY...................

YOU BUY A VEHICLE FROM SOMEONE THAT IS IN ANOTHER STATE OR CANADA AND YOU ARE ASKED TO SUBMIT 5 TO 10 PERCENT AFTER THE AUCTION IS FINISHED.

YOU DO THE CORRECT THING AND FOLLOW THE GUIDELINES AND THEN YOU DON'T HERE BACK FROM THE SELLER AND THE MONEY IS GONE.

HAPPENS EVERYDAY AND WITH EBAY'S VEHICLES PROTECTION PROGRAM TELL ME WHO IS GOING TO GET YOUR MONEY BACK FOR YOU, EBAY (WRONG).

AT THIS POINT YOUR MONEY COULD BE ANYWHERE AND YOU WILL NEVER SEE IT AGAIN.

YOU NEED TO READ ALL THE FINE PRINT ON THE EBAY SITE.

ALSO WHEN SOMETHING IS OFFERED FOR FREE IS WILL USUALLY COST YOU BIG TIME IN THE LONG RUN.

IN CLOSING BUY FROM YOUR HOMETOWN, HAVE IT INSPECTED AND REMEMBER THAT YOU WILL HAVE LAWS THAT PROTECT YOU BETTER.

JUST BE CAREFUL.
