I'm Japanese.
I've heard there are a lot of cows and bullocks wandering on the streets in India.
Are there any owners of those cows and bullocks?
If there are, why do the owners leave their cows/bullocks as they are in a town?

Yes cows wander on the street in search of food and leisure. U can't tie a cow down, it likes to wander and provide for itself.

People, if they think, cows and bullocks are not useful to them, they don't feed them and leave them on the roads.
