Why? it would be horrendously expensive to heat a property that way.
I have not seen electric boilers, normally electric heating is hot air or under-floor heating. Hot water is supplied by a tank heated by an immersion heater (not boiling, just hot water for taps)

they are actually pretty cheap to run amtec do 1 which is 12kw output if you need more you just fit another beside it .
they get run on a special tarriff called ecomony 10 as opposed to the normal economy 7 if you have rads already you can hook it up to them after some alteration . they are a very good solution for flats as theres no flue and relatively small compared to gas or oil boilers ,down side you need your incoming supply electrical wise checked to see if it will cope with the extra load .

Yes, but your panel has to have the capacity to handle the extra electrical load. I would not recommend going to electric. It doesn't make any sense since gas is more efficient and heats the boiler a lot quicker than electric.

A gas boiler is run by electricity. It runs the pump, the fan , the gas valve, the ignition etc.

Yes it can however they are very expensive I understand and my daughter was quoted a price of 5,000 pounds. You would need to have one installed when you were very young to make it a vaiable proposition.
Gas heater boilers are improving by the day wait until the next generation comes out and I think you will see a lot of eco improvements. I am.

Yes, but you need to compare the running costs. look at Amptec/Heatrae. You may need a 3 phase supply depending on load. I have installed these, very efficient units.

Yes. By it would be costly. You might have to re-wire and upgrade your electric service. Heating water with electricity will be more costly than heating with gas.

I think I answered this type of question before. Unless you own a hydroelectric station don't even think of it, you would be bankrupt in a month !!!!!
