In what kind of watar do I have wash a cotten t-shirt to make it smaller .in cold water or hot ?

HOT!!!!!! and leave it in da dryer extra long lol .. seriously tho the heated water really makes it shrink

The water really doesnt make enough of a difference to notice it. The shrinking comes mainly from the dryer. Heat is what will shrink it. Keep putting it in the dryer, you can run it a few times even though it is dry on hot and it should shrink.

Hot, say at 60 degrees. The dryer should be turned to full heat too.

Use Hot water for your cotton t-shirt and dry on hot in the dryer.

Wash in cold water and hang dry. The dryer will shrink it.

Hot water for sure. If you really want it to shrink, REALLY hot water. Hahahah...why would you make your t-shirt smaller?
