Let log indicate log to base 8:-
log x = ( - 2 / 3 )
x = 8 ^ ( - 2 / 3 )
x = 1 / 8 ^(2 / 3)
x = 1 / 2 ²
x = 1 / 4

Base 8 logs:
log (x) = -2/3
x = 8^(-2/3)
= [8^(1/3)]^(-2)
= 2^(-2)
= 1/4
