Well, by internet cafe, do you mean one where you bring your own laptop and link up to their wireless? Or one where they provide the computers for you to use, that anyone could have been using?
If you are using your own laptop:
I think Keylogger is a program that needs to be downloaded right onto your computer's hard drive. I don't think anyone can sneak it on there without being on your computer... I don't think it's one of those things that downloads itself.
If you are using a public computer that is provided:
Look for it by going to Start>Control Panel>Add or Remove Programs, and make sure it's not showing up in the program list. If it is, try and uninstall it. You should also look on your own laptop once in awhile just to make sure.
Other than that, make sure you have a really good antivirus program like Norton running, as well as a good spyware/adware blocker like SpySweeper.
I'm sure an internet cafe would provide these kinds of things in order to make sure the computers run as well and as long as possible, but just double-check to make sure they are up and running. Someone before you may have turned them off in order to load a certain page. If they do not provide such software, I'm not sure if you'd be able to download anything, but you should definitely voice your concerns to the manager or something then.

I also suggest you use Mozilla Firefox instead of Internet Explorer, it has MUCH better pop-up blockers, spyware/adware blockers, and safety precautions.

If you are using a public computer and cannot download anything on to it, then there is not much you can do except be very careful about where you enter your information (definitely no bank or credit card sites!).
Is there a public library near you? Most libraries provide computers with internet for free. And they are probably much more secure and fewer people use them. I recommend looking into your nearest public library instead of an internet cafe.
