Everybody wants to have a good family. As much as possible, the parents will eliminate all treat from preventing them to do so.
But in some cases, where their hands are tied up in a situation wherein they can't move out, parents will tend to protect their family by either counseling or get the attention of the authority.
Anyway there still hope to raise a good family in this city, because your still part of the country who believe that it is a land of the free and the home of the brave. Good luck.

I know it's unfair and reflects poorly on my character, but I have a bias against the south and Texas in particular, so for me (unfortunately) I am not surprised.

First of all a city doesnt raise your children you do. And if the city is teaching my children to have compassion for people who are not as blessed as they are then I would be happy to raise them there.
