I assume you are referring to Att.Gen. Gonzalez. US attorneys serve at the whim of the president, and the attorney general. Since those US attorneys serve at their discretion then that is there decision to make. Many day to day functions of the office may not be easily recalled.
Also as another answerer said Reagan used the I don't recall defense on many occasions, but that was probably just the early symptoms of Alzheimer.

If so, it's because the Republican party is running some very well qualified candidates, as opposed to the dems who are running their icons and playing follow the leader as usual.

Republican memory loss - a condition know to politicians who cannot tell the truth. I don't recall an excuse to lie in order to save ones assets.

No more than it has decimated the Democratic Party. Ted Kennedy is the king of "I don't recall;" particularly after drinking and driving and subsequently being asked how he killed his passenger.

I don't put much faith in polls but I'd probably answer the same way. The Republicans sure don't have candidates that look promising.
