S-100 engine brightner, the stuff is in a class by it's self when it comes to shinning up the engine. For the faded black plastic, try Back to Black which I have had good luck with others swear that if you take the plastic and and put it in a gallon can of WD-40 for a week it will come out looking like new and stay that way all season.
You might have to go to a motorcycle shop to find the S-100, there is a whole line of there products so make sure you get the engine brightner. If you get the total cycle cleaner also make sure you don't mix it up with the engine brightner, the engine brightner dose NOT get along with some of the paint where the total cycle cleaner makes it look great.

I've done oxidized fork sliders, cam end covers, master cylinders. First you have to remove any of the old clear coating. I used paint stripper.
If the aluminum is pitted you can sand it with (wet) wet and dry sandpaper, Depending on the condition of the part, 400#, or 600#, then 1200#.
After that ( or if the aluminum is in good shape) use 4/0 steel wool and Mothers polish. If you take your time it will shine like a diamond in a goats asss, and look better than chrome. Finish it off with a clear coating from a rattle can.

A polishing wheel with a drill, will polish the cases and side covers of the engine to a chrome like finish.

Oxidation, one thing that I found works really good on air cooled engines (Not sure if yours is or not, you never mentioned, but you said it was old) is a can of WD-40 and some steel wool. it cleans up the fins on the motors really well. Give that a try.

If you strip and refinish like bluffmike tells you, it will SHINE.

Mothers alluminum polish works great. You can get it at Wal-Mart for about $3.00. I use it on my primary and it makes it shine like chrome.

dont take my word for it, but a wife's tale says malt vinegar and aluminum foil clean up metals a treat...just wash it down again after or youll smell like a chippy ;)
