I ran a D9 Cat on my own property without a license. I believe crane operators need to be certified and you may need a CDL to drive the lowboy on the roads. Licensing is probably by state so check your state laws.

At most places no. Some places need you to take an operators test so they can see how you operator. Then they give you a " certified operator" card, it's not a license
