All spell work should be conducted at the appropriate Moon cycle for it to be affective...
You have asked about the Waxing Moon, so he are some of my thoughts on that..
In this phase, the Moon appears to be growing in size, shifting from New to Full as though it's gaining strength..
It makes perfect sense, then, that it's a good time to focus on increasing things of your own, your knowledge, money, even you relationship or lack of...
It's a time to think about pregnancy to increase communications of all types, whether for business or pleasure..

When the Moon is Waxing (from Dark to Full); when the Moon is Waning (from Full to Dark), it is time for Magickal workings of decrease or sending away. The highest energy occurs at the Full Moon and, therefore, this is the most powerful time for magickal workings. The New Moon is the
next most powerful time for Magick.

Yes. The moon cycle TOTALLY effects magic. When the moon is waxing, i.e., moving toward the full moon, that is the time for new beginnings. It is the time for increase-spells, such a money, health, love, or anything else that you want to increase in your, or someone else's life.

When the moon is waning, or moving away from the full moon, that is the time for "diminishings" spells. Like banishings, exorcisms, curses, etc.

The moon cycle is also important for gathering herbs for rituals (if you do this yourself). The moon cycle is also important for planing. See the Farmer's Almanac for more information on this.

The moon phases are very important:
The new moon (usually two days) used to rid one self of things
The waxing moon (increases in visibility) good time for love, money and power spells.
The full moon (magick is most powerful) good time to recharge.
The waning moon (decreases in visibility) good time to make things go away. ie enemies/slander
