It is pretty much impossible, you would have to go and shut down every network server and isp there is in the whole world but if you could do that then yes you can shut down the internet.

Techinically speaking, yes. Practically speaking, no.

The Internet is probably the most redundant thing on the planet, trying to shut it down would pretty much be the equivalent to trying to cut every telephone wire in the world. Unless some maniac staged a world-wide coup with massive amounts of planning and synchonization, there is no real way to shutdown the entire Internet.

If you're still unclear, imagine trying to go through the Amazon cutting down every tree. It's impossible.

Come on Andrew, surely you can find a better way of creating havoc? Anyway, the answer is NO unless someone turned of the lights all over the world.
