What is the Tv-port used for? and is the DVI-I port for the monitor hock up?

That blue VGA port is where you plug in an analog monitor. Current VGA cables also come w/ blue connector. TV-out port usually connects to an adapter such that you can connect a typical TV video cord with RCA plugs. The larger port is for digital LCD screen. It uses a different cable/connector.

The VGA port is for connecting an analog VGA monitor (most monitors have this) The S-Video/TV port is for connecting to a device that accepts an svideo cable like a TV or VCR. The DVI port is for connecting to a DVI capable monitor, many LCD and some newer TVs have this as well as some high end CRTs.
