Yes it is totally re-imagined. The original Liberty City was only inspired by New York, but this new Liberty City is a near complete recreation of it. If you look at one of the past EGM magazines, you can see how perfect they got the genreal feel of New York. It's amazing.

Plus the new Liberty City is set in the modern era and much more realistic.
