Red-heads tend to have lighter skin so why arent the highest percentages of them in Scandinavian countries? Instead it's Scotland and Ireland that have the highest proportions.

Because being redheaded isn't a result of pale skin, it is part of a different set of genes. Red hair is between blond and dark hair, as many would be blondes have discovered to their friend's amusement.

Red hair is derived from a recessive gene present in the population of the isolated island nation of Ireland and Scotland.

This gene is far more rare in Scandinavian countries which is dominated by blonde hair and blue eyes.

"Red-haired variants of the MC1R gene probably arose about 20- 40,000 years ago. And is the red hair gene a 'Celtic gene' – as is widely supposed? (Not really, but it is safe to say that – a few rare exceptions aside - All red heads are MC1R variants that derive from European populations; the prevalence of these alleles is highest in Celtic countries: Brittany, Cornwall, Galicia, Ireland, Isle of Man, Scotland, Wales."

because those genes were mostly dominant in the celtic populations and they were ab originie's of austrailia that had red and blond hair too. They look like african people with red hair and blond naturally which is weird. Makes me think that maybe ab oborginies of austrailia and celtic people were one time the the same people or come from another group that had these traits. I am not sure though.
