Your brother can apply for a duplicate passport from the concerned embassy/consulate located in Dubai. But first of all he has to report the issue to the local police and the embassy before somebody will misuse it.

As soon as anyone loses their passport, the official step it to report it to the embassy straight away. If the passport is not found, they will issue a new one after a interview etc.,

contact your embassy, embassies are internationally located in the capitals .. in the UAE, its Abu Dhabi .. not Dubai
Abu Dhabi is only 2 hours drive from Dubai ..

he should report immediately to your country's embassy and subsequently at the police station.
his passport could be used by someone else in illegal activities and your brother will be held responsible for it.
