What is the best method of removing hardened white paint on green linoleum tile?

if its an enamel, or latex try freezing it then it should peel off,
use dry ice , or regular ice cubes,
Warning ,if you use dry ice, [available at a ice co] use good heavy gloves, or it will freeze your hands,

If it's oil-based, no luck. If it's latex, try a product called oops. After scraping p[aint gently, you can pour it on and see the remainder dissolve. Try it on a small patch, because as with a lot of solvents, it could stain your lino.
