What is the best way to advertise around Vegas for free or next to it?

Also if I got some business cards and some water do you think people on the strip might listen to me in hopes of getting some investors for a business startup?

I'd listen to you talk for a couple of minutes. You would need to make your speel really catchy from the start though. It's hard to get people to stand and talk outside in 100+ heat!

No. They probably steal your idea and take the water and drink it and throw away your b/cards.

You need to see a Credit Union or a bank for the loan.
