One would likely need to use all the cards if they aren't playing with a full deck. HA!
More seriously...isn't it all perspective though, in terms of exactly *who* isn't playing with a full deck? Does majority rule...always? If it does, what about, for example, majority, albeit, unconscious conceptions about women's weight, the "value" of "hollywood stars", or the average IQ in the population? Some majority "beliefs" are absolutely ridiculous.
Not easy to use judgements about whether someone is "not holding a full deck" to determine safety either....At the extreme end of things where most, if not all, of us might agree, we can consider serial killers as "not holding a full deck". Should we equate safety with "not holding a full deck" here? Maybe. So, "not holding a full deck" can be linked with agreed upon laws. But, there ARE some very intelligent serial killers too. Perhaps, then, we should say that it is not safe to use all the cards if we aren't playing with a legal deck?? Ahhh, life, so full of shady greys :-).
Man, my brain hurts ;-)....Good question :-).

If I understand the metaphor correctly, having a full deck entails the concept of being born with a full deck or an incomplete deck. It is contingent, full deck or not, on who knows to teach how to interpret, use and arrange the cards and who makes and enforces the rules for the game.
The Will is positive, the Judgment is negative.

Only if you are playing Euchre....j/k
Anyone, who isn't "playing with a full deck" either doesn't realize it, or perhaps they're in denial, or maybe they just don't care.
Someone not "playing with a full deck" needs all the help they can get. The sooner the better. Just hope they are willing! So that they can be trusted to play all of their cards properly & in a timely manner.

If your not playing with a full deck you must use all of the cards you have just to stay in the game...if your blessed to have a friend - then borrow some of their cards.

No because eventually if you're playing with someone who doesn't have a full deck he may end up like George Bush

beat down decks are purely brute stress, so why no longer upload some stalling traps; spellbinding circle, divine wrath threatening roar, flashbang, negate attack, draining shield in order that as that in case you get a foul hand, you have extra of a raffle of protection.

It's all up to playing whatever cards you are dealt - especially if you make sure to stack the deck in your favour ;);););)
